Deliberate Deception Policy (AKA Stolen Valor)

The Round Canopy Parachuting Team – USA Foundation Inc. (RCPT-USA) is a nonprofit organization dedicated to honoring the legacy of Allied paratroopers past, present, and future through commemorative parachuting events and training. RCPT-USA has a strong commitment to upholding the integrity and authenticity of its members' military backgrounds.

Verification of Parachute Training:  RCPT-USA requires participants to provide documentation verifying their parachuting qualifications for participation in airborne operations and events. While Basic Parachuting Course Candidates (BPC) with no parachuting experience need only meet the minimal physical requirements to train, BPC Candidates need not be military veterans. Individuals misrepresenting their training and experience will be subject to RCPT-USA’s deliberate deception policy.

Commitment to Honoring Authentic Service:  RCPT-USA’s mission emphasizes honoring the sacrifices and heroism of Allied paratroopers. RCPT-USA is dedication to preserving the authenticity and integrity of military service within its community.

Understanding Stolen Valor:  Deliberate deception by falsely claiming military service, rank, or awards to gain recognition or tangible benefits is often referred to as Stolen Valor. RCPT-USA recognizes that false claims made, not necessarily to defraud, are a detriment to our mission and to good order and discipline among our membership. 

Organizational Policies to Combat Stolen Valor:

  • Verification of Service: If an accusation of Stolen Valor is made, RCPT-USA may require members to provide official documentation, such as a DD Form 214, to verify military service and qualifications.
  • Code of Conduct: RCPT-USA explicitly prohibits false claims of military service or honors.
  • Reporting Mechanisms: Concerns for Stolen Valor are to be brought, in writing, to the Sergeant At Arms, to include all relevant claims and proof of claims as well as witnesses. 
  • Disciplinary Actions: Violations of RCPT-USA’s Stolen Valor Policy may include suspension or expulsion from the organization.

Legal Context: In the United States, the legal definition of Stolen Valor Act of 2013 makes it a federal offense to fraudulently claim receipt of certain military decorations or medals with the intent to obtain money, property, or other tangible benefits.  This law criminalizes fraudulent representations about receiving certain military decorations or medals with the intent to obtain money, property, or other tangible benefits. 

RCPT-USA views false claims of military service, rank, or awards degrade the honor and sacrifice of those who have served and as such are incompatible with membership and participation in RCPT-USA.
